Chandigarh –07-06-2024–ALPHA NEWS INDIA DESK —The special court of CBI has sentenced former DIG Dilbagh Singh and former DSP Gurbachan Singh of Punjab Police under the crime of kidnapping and murder. Kidnapping and murder of vegetable seller Gulshan Kumar on both of themThe special court of CBI has pronounced this decision in a case that is about 31 years old. The complainant, Chaman Lal, had filed a complaint that the police had arrested Gulshan Kumar, a vegetable seller, two brothers, Jarnail Singh and Karnail Singh Niwas. The complainant alleged that the police party led by Tarn Taran DSP Dilbagh Singh and SHO City Tarn Taran Gurbachan Singh took away his sons Gulshan Kumar, Praveen Kumar and Bobby Kumar from the house. The rest of the men left but Gulshan Kumar did not reach home. Chaman Lan alleged that the police illegally detained Gulshan Kumar at Thana City Tarn Taran and killed Gulshan and Karnail Singh in a fake encounter with his brother Jarnail Singh and their cousin Rajinder on 22 July 1993. The police revealed the identity of Karnail Singh but cremated the other three as unidentified.After investigating the matter, the CBI registered a case on February 28, 1997 against DSP Dilbagh Singh and others on charges of kidnapping, illegal detention and destruction of evidence. After completing the investigation on 7th May 1999 in the case of killing Gulshan Kumar in a fake encounter, the CBI filed a charge sheet against the district police officers DSP Dilbagh Singh, Inspector Gurbachan Singh, ASI Arjun Singh, ASI Davinder Singh and ASI Balbir Singh. given While the accused Arjun Singh, Davinder Singh and Balbir Singh died during the hearing of the case.
